  • Evaluation of the Missouri Juvenile Court Improvement Project, City of St. Louis, 2003. IAR conducted an evaluation of the Juvenile Court Improvement Project (JCIP) in the Family Court of the City of St. Louis. This project represented the second phase of the implementation of JCIP in Missouri. Like the projects in Circuits 2 and 23 (see above), the JCIP focused on cases of children in child abuse and neglect cases who had been removed from their homes and placed in foster or residential care. A strict schedule of court hearings was required in this project as well. A permanency planning hearing was to be held within one year of initial protective custody of each child. Family-team conferences were to be held regularly which involved the family, DFS workers, juvenile officers, GALs or CASA volunteers, foster providers, and others. In St. Louis City, the Family Court MIS was utilized to select a control group of similar children from an earlier baseline period. The evaluation measured progress to project goals and determined the potential impact of changes. The report (in PDF format) can be read or downloaded by clicking on the following link.

IAR conducted a three-year evaluation of the Juvenile Court Improvement Project (JCIP) in two Missouri Circuits. The JCIP focused on cases of children in child abuse and neglect cases who had been removed from their homes and placed in foster or residential care. A strict schedule of court hearings was required. In addition, a permanency planning hearing was required to be held within one year of initial protective custody of each child. The JCIP was designed to work in coordination with the Family-Centered Out-of-Home Placement Project of the Missouri Division of Family Services. The evaluation measured progress to project goals and determined the potential impact of changes through a comparison to matched cases from an earlier baseline period.
